I've been thinking about the words Propagation and Convey and how they relate to Server Side issues and also wondering how this is addressed for public broadcast of audio or video.

For instance what happens when a GPL song is played on the radio or a movie is presented in a theatre? Are the consumers guaranteed access to the uncompressed source files?
