[Committee-d] Deadline for new committee members

Eben has informed me that there is a deadline for new committee members
of February 7th.  I'm sorry that I haven't gotten the voting software
working yet; I asked my sysadmins to have it for this Tuesday's meeting.

We'll take final nominations at the next meeting, and then vote over the
coming week.
