[Committee-d] New version of GPLv3 commenting system

Today the FSF made live a new interface for the public commenting system
that I think you will find interesting, useful, and easier to use,
particularly for your work as committee members.  The new system
color-codes words in the license draft text based on how many comments
each area of the text has received.  (The leader is the phrase
"technological protection" in Section 3, which accordingly shows up
highlighted in red.)

The new system also lets you click on text in the draft and see all the
comments that have been made in reference to that text.  Further
progress on browser compatibility has been made.
