[Committee-d] Affero Clause Report

Just under the wire! I hope. This should be sent to the FSF folks
later today but I would appreciate if folks could give this a read,
send any patches to the TeX, comments, or suggestions.

I'll be on IRC all day-ish tomorrow and would like to talk about this
with anyone who can take a look at it. 1600UTC is a decent time if
folks will be around.

I've made one recommendation that's I'm rather confident in and one
less fully-baked suggestion based on the critiques and concerns of
Don, Josh Triplett, and others.

I've also got some suggestions for the AGPL not in this report but
that doesn't need to be handled by this committee.

The source is based off Don's template and can be thrown into a subdir
in his issues file with a symlink to his makefile and it should work.
