[Committee-d] Meeting today, and last call draft coming up

It's Tuesday, which means we're scheduled for a meeting today at 22:00 UTC.

I've heard through the grapevine that there's some sort of deadline related
to the last call draft on November 1.  I'm not sure if that's when the
draft will be released, or if that's when all the recommendations should be
made by, or what; hopefully Richard can clarify.  At any rate, it's
probably time to start getting things in order.
