Regarding the text: Regardless of any other provision of this License, no permission is given for modes of conveying that deny users that run covered works the full exercise of the legal rights granted by this License.

What happens if it is not the mode of conveying that denies the users their rights when they try to run covered works? For example, suppose that I have an operating system, itself not containing any GPL works, that dynamically detects programs that are licensed under the GPL rather than coming from the operating system vendor, and shuts down critical parts of the hardware when those programs are run that use the hardware. (This, as I understand it, is one way in which DRM might operate.) Would distribution of this operating system be prohibited by this provision? Would distribution of GPL programs, even by the vendor of the operating system for use on this operating system, be prohibited by this provision? In neither case does it seem to me to be the mode of conveying that denies users the exercise of their rights.
