[Committee-d] Second Discussion Draft of GPLv3 Released; Draft of LGPLv3 Released

Discussion Draft 2 of GPLv3 has been released, as well as Discussion
Draft 1 of LGPLv3.  We also have a markup document showing changes from
the first GPLv3 draft and an annotated version of that document
providing the rationale for the changes.
