[Committee-d] "Affero" Clause in DD2

I've finally summarized the comments that have been submitted and
written my own thoughts on behalf of the committee. You can read the

I may be a few minutes late to the meeting but will definitely be there.
I'm looking forward to talking to you all about this at the meeting
