Copyright of Code vs Data
I'm no lawyer, but I think copyright (and hence the GPL) may be applied to any "virtual material" such as art (audio, video, pictures), design (recipes, software, architecture, engineering, dance, genetic layouts), etc.
So ask the same questions, but each time you think of a data file, just replace it with the idea of another source-code file.
Some data files are procedurally generated from what amounts to kind of interpreted language, so might already be considered software in some respects.
This reminds me of Lisp's [in]distinction between data and code.
